My dog's eye is droopy with discharge and a clear film. What's wrong?

Pet's info: Dog | Mixed Breed Medium (23 - 60lb) | Female | unspayed | 57 lbs

I woke up this morning to my dogs right eye looking a little droopy as if she cannot open it as wide as the left and for the past couple days she has been having a lot of brown dry stuff com out of her eye like eye burgers but this morning it almost looked like she had a clear lining across her eye and when she moves her eye around the clear stuff moves and follows too. I’ve tried getting it out but she will not let me

Squinting the eye abnormally could be caused by pain which could be caused by a variety of conditions, including allergies, bacterial or viral infection, corneal abrasion or ulcer, or something stuck under the eyelids. The discharge you described could occur with any of these conditions. I would recommend that you have Bella examined by a vet since eyes can go downhill very quickly. The vet will do a thorough exam and may need to do one or two tests to determine what is going on so they can select an appropriate treatment.
