My dog has diarrhea, white specks, and is scooting. Is it parasites?

Pet's info: Dog | Cockapoo | Male | unneutered | 1 year and 9 months old | 16 lbs

My dog was throwing up all night and after giving him some plain rice and cottage cheese, he stopped vomiting but now he has diarrhea and there's white specks in it, he's scratching his behind on the floor like scooting.

It's possible you are seeing parasites in the stool or something else is causing Charlie's GI distress. Bringing in the stool sample to your vet is a good first step as they can test it for common parasites and other issues, especially if you are seeing "stuff" in it and he is also scooting/having GI upset still.
