Why is my bulldog peeing blood and in pain with kidney stone history?

My Old English Bulldog is peeing out blood and is in major pain. His name is Dually he is 3 years old and has had kidney stones two times before. Pet's info: Dog | Olde English Bulldogge | Male | unneutered | 3 years and 4 months old | 84 lbs
