My bird is puffed up and bleeding on its perch. What's wrong?

Hi! So I came to find my bird with barely any food and dirty water bowl and him puffed up sitting. I brought him in, put him in a warm place, cleaned his food and water and changed it. He looks a bit better. But. I found lots of drips of blood on his perch and I have no idea what it is! (Actually, he has a swing that has rocks/cuttle on it and he eats it) So maybe that scratched his foot which caused it to bleed? Please reply soon. Pet's info: Bird | Parakeet | Male

Thanks for reaching out about Blueberry. If lethargic and weak, a veterinary visit is recommended to provide some support care but also to investigate the bleeding, and possible antibiotics. Good luck.
