Why is my dog refusing kibble, gagging, and vomiting when I switch?

Pet's info: Dog | Rottweiler | Female | unspayed | 1 year old | 76 lbs

Been trying to switch her from meat to kibble with grave difficulty. On the days that I give her steamed fish (Herring), she keeps making sounds as though she wants to vomit but doesn't. On the other days she is fed cooked beef or chicken, she is fine. As she refuses the kibble, I soaked it in milk to make it softer and tender but she still would not eat. By hand, I stuffed it down her throat, and about 30minutes to an hour later she vomits it. Please see photos. She still making vomit sounds.

Forcing Stephanie to eat won't cause her to want to eat that food. I am concerned that the vomiting could be caused by intestinal disease or other illness. I would recommend that she get checked out by the vet. If she is healthy, just being picky, then simply leaving out a good-quality dog kibble and not feeding her anything else should be enough to encourage her to start eating the dog food instead of human food.
