i read online that if your dog gets poisoned you should give them activated charcoal and go to the vet but does the activated charcoal do something? i’ve also read that if you want to make a dog vomit something milk can be used, is that true?

Activated charcoal can be used in some cases as it binds to the item in the stomach and prevents absorption of additional toxins/reduces absorption. Milk can cause digestive upset, but doesn't necessarily mean a dog will vomit from ingesting it. If your pet has ingested something toxic it is best to seek veterinary care immediately as the same treatment does not work for all causes.
