In the campus of my university I saw a stray dog rolling on its back and breathing heavy and fast. The temperature here is 27 degree Celsius and the air is extremely humid (82%). Are these signs of distress? If so, what could I do?

27C is not a hot temperature even with 82% humidity. I don't suggest you approach or touch any stray dog for fear of contracting rabies if it were to bite you. You should not do anything other than calling the local humane society/shelter/animal welfare organization to have them check on the dog.
