That looks like a tick from the picture. They sell small little devices at the pet store or online designed specifically for removing them. I think they are called tick twister or tick tornado. You can also do it with at pair or hemostats or a tweezer. Lots of good videos on how to do this effectively. After removal, you may note swelling local to the size. If your dog is not on monthly flea / tick preventive, I would recommend having him tested for tick borne diseases in about 30-60 days regardless of presence of clinical signs.
