My dog plays rough with one dog. Why isn't my training helping?

Pet's info: Dog | German Shepherd | Male | neutered | 2 years and 3 months old | 76 lbs

I have a 2 year old German Shepard. We regularly go to the dog park and he’s friendly and plays well with other dogs. There is a 1 1/2 yr old huskie that he plays much rougher with. He jumps, barks, and snaps (playfully) with this one dog. It’s not always appropriated! I would like to understand better why he engages only this one dog like this. When the behavior occurs I verbally correct him, tell him him come (which he does) and place him in the down for 1 minute. It’s not helping!

It's difficult to say - he may feel a little more threatened by this dog, or it could be the exact opposite and he may feel more confident around this dog. I would continue what you are doing even though it feels like it's not helping - redirect his attention when he is behaving inappropriately and engage him in a different way.
