Pet's info: Dog | Maltipoo | Female | spayed | 7 months and 16 days old | 7.1 lbs
When I let my dog outside to go potty, she just stands by the fence and watches. Then she barks at anyone who walks by. She normally comes when called but when she’s “guarding” outside, I have to pick her up and bring her in because she won’t come inside when I call her. Any suggestions?

This type of behavior is not unusual. Olive is likely watching out for any 'intruders' and she is protecting her territory. It will help to work on the recall command. This should be done with several, short, daily training sessions. Here is also a link about excessive barking.
