How to stop my dog barking at people outside & ignoring recall?

Question

When I let my dog outside to go potty, she just stands by the fence and watches. Then she barks at anyone who walks by. She normally comes when called but when she’s “guarding” outside, I have to pick her up and bring her in because she won’t come inside when I call her. Any suggestions? Pet's info: Dog | Maltipoo | Female | spayed | 7 months and 16 days old | 7.1 lbs
