Why is my male dog humping my spayed female who smells like she's in heat?

My dog was spayed on May 13 with no identifed complications. I have unneutered male in the house and he is behaving like she is in heat. What are the possible reasons for this. Pet's info: Dog | American Staffordshire Terrier | Female | spayed | 61 lbs

Two possible reasons: 1. The hormones of the female dog do not go completely down until 30-45 days after the surgery. So she may still smell like an intact female dog to him. 2.
