Why does my dog get aggressive when other dogs are on leash?

Pet's info: Dog | Puggle | Male | neutered | 3 years and 6 months old | 25 lbs

My 4 yr old puggle does well off the leash, listens to us and everything, but when he sees another dog that has their leash on he becomes aggressive and tries to fight them. Why does he do this?
