Why is my parakeet panting, puffed up, and not talking? Is he sick?

My parakeet's panting but he doesn't pant with his mouth open. He's eating some and will fly. He's also puffed up especially on his back between where his wings meet. He's not "talking". I really can't afford a vet. Is he sick or is this the end? Pet's info: Bird | Parakeet | Male

Thanks for reaching out about Mickey. Can not determine if this is fatal, but if you can, try to schedule a veterinary visit. Could a humane society assist financially? Provide supplemental heat at 80-85 F range, to give some support. Syringe offer water and food. Good luck.
