My puppy is biting aggressively. Is it teething or a behavior issue?

My small pup is being so aggressive and bitting me is it because of growing teeth or other reason what to do. Pet's info: Dog | Shih Tzu | Female | 2 months and 13 days old | 15 lbs

Canine aggression is a complex behavior as it can stem from dominance, possessiveness, fear, anxiety, resource guarding or a combination.
