What causes my dog's recurring itchy rash on her belly and thighs?

Pet's info: Dog | Mixed Breed Medium (23 - 60lb) | Female | 1 year and 6 months old | 35 lbs

My dog has this rash that comes and goes. Sometimes it is very bright red and has defined bumps, and other times it is non-existent. It goes from her stomach to her inner back thighs and around her butt and vagina. It causes her to itch and bite at her back and legs as well. What could be causing this?

Most likely it is an allergy but it could also be a heat rash or a bacterial or fungal infection. I suggest you use this topical mousse on the affected areas to see if that helps.
