Why are my dog's breasts saggy and nipples leaking before spay?

My Snoxer is 17 months old and still a virgin. She is due to be fixed on the 6th of June. I noticed tonight a drop of milk on her nipple and her breast are a little saggy. Is this normal? Pet's info: Dog | Mixed Breed | Female | unspayed | 5 months and 11 days old | 12 lbs

This can sometimes happen either when in heat or if she is suffering from a phantom pregnancy, check for bleeding from he private parts in the next few days, if she starts bleeding she can't have the surgery done, you will have to wait at least a couple of months.
