Why are my dog's lower lips swollen and red, but he's acting normal?

Hi I just noticed my dogs lower lips are a bit swollen and red u can see them hang a bit from the sowlleness when his mouth is closed. He still eating and drinking water and normal behavior. Pet's info: Dog | German Shepherd | Male | neutered | 2 years and 3 months old | 60 lbs
