How to stop my cat from eating too fast, stealing food, and vomiting?

I have a fat kitty who eats super fast then shoved my other kitty out of the way and eats her food too. Then he barfs from eating too much. How can I stop this? I’ve tried the free eating approach so he wouldn’t be so food insecure but then he just eats all day. He is about 12 lbs overweight. I also tried prescription food but it makes him sick. Pet's info: Cat | American Shorthair | Male | neutered | 3 years old | 22 lbs
