My puppy panics from loud noises on walks. How can I train her?

Pet's info: Dog | Pembroke Welsh Corgi | Female | unspayed | 4 months and 16 days old | 25 lbs

My puppy gets scared of loud noises while walking outside, starts panicking and wants to go back home right away. Would it be a good idea to use dog barking noise from the internet, give her treats every time she hears dog bark or other loud noises? or is there other better way to teach her not to be afraid of loud noises?

Yes actually! Desensitization training (also called BAT or Behavioral Adjustment Training) does just that -- it often involves taking the dog to the point where they are still calm but can see/hear the sound, and treating and rewarding while gradually increasing the stimulus to desensitize them to it. I highly recommend looking up training methods online or working with a trainer in person as well to make sure things are going well for Pudding and not making her more scared.
