My dog has a red bullseye spot and a rash. When should I see a vet?

Pet's info: Dog | Mixed Breed Medium (23 - 60lb) | Male | 2 years and 3 months old | 33 lbs

Tonight I found this red “bullseye” spot on Winston near his groin, and I’m concerned about ticks. I’ve looked him over and can’t find any existing on him, but I don’t know if he needs to see the vet. He also has a rash on his chest and neck but he’s had skin reactions like that before so I’m not sure if the two are linked. :( no other symptoms, he’s eating great and still has tons of energy. Acting normal otherwise.

Yes, I see what you mean about Winston's skin. The single mark could be from a tick or a black fly bite. The rash is also concerning. I do think he needs to see a vet for these problems, and I would take him into one in the morning.
