My dog is itching, licking, and has red spots. When to see a vet?

My dog has begun to obsessively lick and scratch his legs, stomach areas, itch his neck and ears aggressively. And he has developed these red sppts on his neck, armpit,and stomach. I am thinking allergies but I want to know when to take him into the vet. Pet's info: Dog | Shih Tzu | Male | neutered | 2 years and 7 months old | 12.4 lbs

It is definitely time to take him for assessment and treatment right away. The severe itch is causing him to damage the skin which can lead to infection and scarring in addition to the itchy allergy and makes management much more complicated
