Dog has persistent yellowish balls on muzzle. What are they? Lice?

My dog has these yellowish tan little ball like things all over her muzzle and no matter how much we clean them off and give her a bath they keep coming back. We've tried flea and tick medicine and a shampoo for parisites but nothing works what are they

Those actually look like lice nits to me based on this photo but of course, I cannot be 100% sure. If it is lice, it is easy to treat. You may not be using the correct products. I suggest you refer to this article for more information. ( https://www.petcoach.co/article/lice-pediculosis/ ) If you have used the suggested products and it has not worked then she definitely needs a veterinary examination.
