My 11-week kitten is sleepy and not playing. Is this normal?

Hi my kitten is 11 weeks old and he’s being really sleepy constantly and when he’s awake he’s not really playing he’s just following me around meowing. I hold him and pet him all the time and he has food and water and he’s using his litter tray. I’m a first time cat owner and I’m not sure is this normal? Pet's info: Cat | American Shorthair | Male | unneutered | 2 months and 13 days old | 111 lbs
