My 10 week old female kitten has peed on my laundry twice within the week. What could be the issue?

A urinary tract infection could be the problem. This is the most likely cause of this type of behavior in a kitten. In older cats it is often a behavioral issue. I suggest you get Primrose to your vet for an exam and urinalysis.
