Pet's info: Dog | Miniature American Shepherd | Male | neutered | 5 years and 9 months old
Our dogs got skunked. Bandit got it full in the face (his forehead was yellow) and was foaming at the mouth. We washed them down with hydrogen peroxide & baking soda, and I'm pretty sure we got some in their eyes. Neither dog seems worse for wear, but Bandit keeps cocking his head to one side. Could this just be water I'm his ears? Should I take them to the vet?

This definitely can mean water in his ears. I would get a gauze and wipe his canal out. You do not have to worry about damaging his ear drum if you use just your finger. I would also call your vet and ask for an ear cleaner that has a drying agent in it. If the water stays in his ear it can create an ear infection.
