My neighbor's dog howls when alone. Is it sad? What can I do?

My neighbors 14 month old pit bull is left outside in his backyard, fenced in. He is all alone all day. He barks continuously and sometimes let's out this souful, sad howl. I am wondering if the howl is from being sad, lonely?? It breaks my heart. I can't talk to the owner( not nice). Animal control said as long as the dog is fed and given water, its not considered abuse. Isn't it neglect?!! Is there anything I could do?

The howling you are describing is usually from loneliness/sadness but of course no one knows for sure. Unfortunately there is nothing you can do unless you can get the neighbor to give you the dog. As long as dogs have shelter, food and water there is nothing that animal control can do. It is sad but their hands are tied as well.
