We just got a new kitten (11 weeks) and he seems to be very aggressive, i.e, biting too hard, using his claws, growling/hissing. I stop playing and sternly say "No." when he bites too hard, but he doesn't seem to listen. Is this normal behavior for a kitten?

This can be very normal behavior for some kittens. You should continue to stop playing when Shade begins to bite and give him an appropriate toy to play with.
