Is it medically possible for a dog to have an enlarged prostate that would cause one back leg and testicle swelling?

It is certainly possible. Prostatitis is very common in intact male dogs, especially GSD. The prostate enlargement may be benign but it may also be cancerous or a bacterial infection.
