Why is my dog's neck skin loose and wrinkly after a haircut?

the skin all over my dog’s neck seems to be easier to grab. for example, he gets this rolls on the back of his neck, and the front is also more “loose” (not sagging!), but i don’t think he’s overweight (he’s 9kg). i never noticed this because he had a lot of fur, but now we cut it and i’m able to see it.

Some breeds of dog can have wrinkling over the skin and neck as a normal thing. Unless the area is irritated, red, or bothersome to Charlie, and he is otherwise healthy and acting normal, I wouldn't worry.
