How to handle aggressive male dog when my female dog is in heat?

Pet's info: Dog | Staffordshire Bull Terrier | Female | unspayed | 1 year and 4 months old

I need advice my dog is in heat I took her for a walk earlier and a dog attacked her I brought her straight home she is alright no balm has been done and now 4 hours late this same dog has came to my home and it jumping up at my window and scratching trying to get in I really don’t know what to do I’m scared I have rang rspca and they can’t do nothing I really don’t know what to do I don’t have a garden so when me dog needs to use toilet I need to take her out but I’m scared to?

Unfortunately male dogs can smell females in heat up to two miles away and they will try to break in. It is the responsibility of the owner of the male dog to keep him under control. I would call the police telling them that this stray dog is damaging your house and trying to get in and you need it moved as you are also afraid that it may attack you. I am not sure if they will do this, however since property damage is involved, they just might take the case.
