My dog is lethargic, congested, pink discharge. When to see vet?

I have a 5yr old Australian Shepard, he's lethargic, sounds congested with a runny nose. The mucus discharge is runny and pink tinted. He still eats fine. Could this be something requiring immediate medical attention, or could he simply recover with time? Pet's info: Dog | Australian Shepherd | Male | neutered | 76 lbs
