It's not possible to know what's causing this without doing a full eye exam, but I'm suspicious of an eye infection, or conjunctivitis. I can't see the grey dots, but this is likely due to some degree of damage to the outside of the eye. Conjunctivitis can be caused by a few different infections, or dust and debris in the eye. This appears to be moderate to severe case, so I recommend taking Moxie to the vet sometime in the next 24 hours. They will be able to better inspect the eye and provide the most appropriate treatment. For now, you can flush the eye 3-4 times a day with saline (can get this at the supermarket or pharmacy in the eye care section) to help clean and soothe it. Below is a link to a good video that demonstrates how to do this. https://www.youtube.com/watch?v=_lXVNMcPzhs I hope that helps and Moxie gets better soon.
