Why are there red spikes on my budgie's head? Are they blood feathers?

Hi, I noticed what I thought was blood on my budgies head yesterday and asked about what to do on here and I was told to clean it with a wet Qtip but while doing that I got a closer look and I am curious as to what the red spikes are.

These look like new feathers growing out. New feathers are very well vasculated, ie they carry blood while growing. Here is more information: https://www.petcoach.co/article/broken-blood-feathers-first-aid-and-removal-what-to-do-when/
