How to stop my dog from licking and chewing other dogs excessively?

Pet's info: Dog | Miniature Poodle | Male | unneutered | 2 years old | 12 lbs

My miniature poodle keeps licking other dogs, mainly my other miniature poodle to the point of getting a hair ball and usually throws it up in the middle of the night. This weekend my mom brought over her maltese and he just threw up a large hair ball of white hair. Not only does he lick but he also tends to chew on their skin. How can I discourage this behavior

I would recommend using a product called Grannick Bitter Apple spray and apply this to the other dogs' hair coat to prevent the chewing. I hope this helps!
