Why is my Shih Tzu peeing off the potty pad on the carpet?

Hi My dog is a 1 year old shihtzu and she is spayed She uses potty pad for pee and we live in an apartment. recenently sometimes she makes mistakes and pisses near the pad intstead of on it and its a carpet under the potty pad so it makes it hard to clean after every mistake I cleand the carpet with water , soap and vinegar but It's not working Please help. Pet's info: Dog | Shih Tzu | Female | spayed | 1 year and 2 months old | 13 lbs

If there has been a sudden change to Barfi's urinary habits, there could be a urinary tract infection or the presence or crystalline material / stones within the urinary tract. A urine analysis and an x-ray of the abdomen would be able to see if either of these are currently present. You might also in the mean time just start putting out additional pads and extending their boundaries so that there is a greater leeway when accidents happen.
