French Bulldog puppy poops often, throws up. Am I overfeeding?

My French Bulldog puppy (14 weeks) poops 4-5 times a day. My sister says I’m over feeding her but I’m not giving her as much as the bag suggests. I feed her 2/3 cup Nurtrisource puppy kibble with hot water and then I sprinkle 1 Chicken patty by Stella &Chewy twice a day. When I got her at 8 weeks she weighed 6.4 lbs and now at 14 weeks she is 12.4 lbs so she gains about a pound a week. Sometimes she does throw the kibble up if she gets herself worked up after eating. I would recommend stopping mixing hot water with her food, this isn't good at all, and i also recommend feeding the same amount but divide it to 3 times a day instead of 2- until the age of 6 months.
