Can a vet tech or pet owner legally administer distemper shots?

I just started a pet ambulance service in Upstate NY and I just hired a vet tech and she said she can give the distemper vaccine. I need to know if she can do this and if so what one should I purchase for her to administer. We are doing transport to the County Town Barn for rabies but they do not give distemper. I thought this would be great for people who cannot afford to go to the vet to get them. We are doing a fundraiser to help elderly and disabled. I need to know what we can legally

Distemper vaccines can be purchased over-the-counter in most areas. However, the act of administering them can be considered practicing veterinary medicine.
