Is it normal for my healthy cat's third eyelid to show when relaxed?

Pet's info: Cat | Domestic Shorthair | Male | neutered | 11 months and 28 days old | 9 lbs

My cat shows a third eyelid. As you can tell, it only protrudes more when relaxed. Overall he is healthy. No worms, all shots, and very healthy. Since I got him, his one eye slightly waters but cleaning it relieves it for hours. So it may be because he likes hiding behind the couch(which I haven't dusted in a while). Is there any immediate concern or could this just be because of breed and environment? Thanks!

Thanks for using Petco Pet Education Center, formerly Petcoach! Winston is a cutie and I am not concerned about this. I actually see this in many relaxed cats. Unless the watering is lasting more than a day, there is full-on squinting or rapid blinking, redness, cloudiness, or other worrisome signs, I am inclined to ignore it. If you have any concerns, definitely see your vet to make sure everything looks normal. Best of luck to you and Winston!
