My parakeet is scared of me. How can I tame her and get her to perch?

My pet parkeet is named Pearla and she is still a little afraid of me and it's been more that 3 weeks and I have done everything I can but I don't want to force her the eat special treats she just goes crazy when we have to change her food and water. We have to birds and the other one is not that bad but he will allow us to touch him but they both won't perch I in my finger and of course I want them to be happy as possible. I try to do the happy budgie's video in YouTube but nothing is working. Pet's info: Bird | Parakeet | Female
