My dog's eye has a red part and his lips changed color. Is it normal?

Just see the attach photos of his eye...whenever he sits with head down some red things shows on edge if his eye.... i took this eye photo after putting eye drops so his eyes are wet in photo but red part is there so kindly see that redness is normal to have or some inflammation ? And his lips are gine red pink earlier they were black rest he is eating normally and is active and playing normally with no behavior change. Pet's info: Dog | German Shepherd | Male | unneutered | 3 years and 5 months old

I think that he looks normal. The red part in the eye is the third eyelid that is raised up just a bit. That pink color to the third eyelid and his gums is normal. If the third eyelid becomes more raised you should have your vet examine the eye.
