A few months ago my dog had a small amount of blood in her urine. I let her drink as much water as she needed, and it went away, but she was never incontinent. Today she was constantly drinking as much water as she could, and frequently urinating, with much more blood than before. She hasn't been lethargic, or seemed as if she's been in pain so I didn't think too much of it. I can't really afford to go to the vet, and am unsure what to do at this point.

Blood in the urine can be serious especially in an older dog. I suggest you find a way to get her seen by a vet. The most common reason for blood in the urine is bladder stones but it could also be a serious UTI/cystitis or even cancer (among other things). This is not something you are going to be able to deal with on your own; veterinary intervention is needed.
