Dog itching armpits with harness on. Is it an allergy or rubbing?

Pet's info: Dog | Siberian Husky | Male | neutered | 3 years and 10 months old

Lucky has this harness below & ever since he’s had it while walking he always stops to itch his armpits & he itches, walks some, then repeatedly stops to itch again while we are on walks. I don’t know what it is, & even after I take the harness off, he itches there for a couple minutes after. What should I do? Is he allergic to the material of the harness or is it something else?

This looks like a nylon harness so I would be surprised if he was allergic to the material. It is possible however that it rubs Lucky in a way that makes him uncomfortable. You might want to try a harness with more padding like this:
