Why is my 17-year-old Maltese always swollen and attracting male dogs?

My female Maltese of 17 years seems to be on heat all the time - no bleeding at all but swollen and all the other dogs keep sniffing her! Pet's info: Dog | Maltese | Female | 17 years and 2 months old | 8 lbs

I recommend to have Lilo checked by the veterinarian. Swelling can be related to a heat cycle (which should also have bleeding), but it could also be related to an infection or inflammation. The dogs may be sniffing because they smell the abnormality. Best to play it safe and have her examined by her veterinarian.
