My new budgie sits low. Is he lonely or just scared and adjusting?

I got a budgie three days okay. He seems to be settling in okay but I'm not freaked out because I read the list above. He does sit on his lower perch a lot but if I leave his door open he will come over to explore. If I play other budgie noises on my phone he will respond. could he just be lonely?

Thanks for reaching out about Mephistopheles and including photos. Sitting on the lower perch might just be he is scared of his surroundings and needs time to adjust. Monitor appetite and water consumption. The best way to do this is to note defecation and urination. If becomes lethargic, a visit to the veterinarian is recommended. Good luck.
