What is this Weird blood tumor thing on my senior dachshund umbilical, it’s bleeding a bit. Pet's info: Dog | Dachshund | Male | neutered | 12 years and 3 months old | 33 lbs

This looks like a skin mass or tumor, but it is difficult to know exactly what it might be without being able to examine it in person. I would recommend having your vet take a look. They might recommend taking a sample using a small needle, or they might recommend surgery to remove the growth, especially since it is bleeding. In your picture the blood looks like it is near Snoopy's prepuce - if Snoopy is bleeding from his penis or prepuce I would recommend seeing a veterinarian on an emergency basis.
