Why is my dog crying and constantly licking his back legs and butt?

Pet's info: Dog | Miniature Schnauzer | Male | neutered | 9 years old | 19 lbs

My dog (miniature schnauzer,9) is really upset, it seems like he has something on his back legs or his butt. He won't stop trying to lick his back legs. He comes to us and just looks at us really upset and starts crying. We just lay him down and pet him and it seems to calm him down. But the second we stop he just starts trying to get whatever he has on his back again. We checked him already, and didn't find anything weird.

It could be Mandela's back or hips are painful, or it could be his anal sacs are impacted. Keep an eye on him tonight, and if he's still acting this way in the morning, have him seen by a vet. Best of luck.
