How to help my 4-month puppy with fear of new experiences and leash?

4 month old puppy screams in fear at every new experience won’t walk on a lead because as soon as she feels resistance she screams and pulls until she’s choking then after every new experience she goes into shock and will shiver in a corner for around an hour and as soon as u try to touch her she’ll start to scream again like I can’t touch her if she’s scared this happens every time she’s exposed to something new
