What are these tiny black dots on my dog's neck? Should I go to vet?

Hi, while petting my dog, i found this on her neck. Plenty of tiny black doughts sticking out of her skin. Do you happen to know what it is? Should i go to a vet? Thank you. Pet's info: Dog | Golden Retriever | Female | 2 years and 5 months old | 30 lbs
