My dog yelped, won't put weight on leg, and can't pee. What now?

Pet's info: Dog | Papillon | Male | neutered | 8 years old | 12 lbs

This morning ptolemy was at the park and when he ran to me and stopped he yelped in pain and wouldnt put weight on his front left leg. Normally he jams something and it resolves itself in a day or two. Its been 5 or so hours and he wont drink or pee (he just sits or lays when carried outside) and I can feel that his bladder is full so I'm a little concerned. Its not broken, or even baddly sprained so I dont know what is going on. What can I do to help him out?

If he is so painful that he is unwilling or unable to walk he really must be seen by a vet for urgent pain relief and full diagnosis of the injury. Please arrange a vet visit for assessment as soon as possible to ease his discomfort and prevent any further complications

Hurts isn't putting weight on his leg because he is in pain, and that may lead him to not eating. But it's very serious he's not eating, drinking, and not going to the bathroom. I think that, due to this, he should see a vet now. Please take him into an ER vet clinic; if there isn't one in your area, there will be a vet on call for emergencies. The information to reach that vet is found on a clinic's answering machine or website.
