Why does my male cat have black pepper-like specks on his scrotum?

Pet's info: Cat | British Shorthair | Male | unneutered | 1 year and 3 months old

Hello, my cat is around 1.5 years and is a male. Today I recognized tiny black specks on his scrotum only. They look as if black pepper spraye on the scrotum. My cat is white in color and nothing else is seen on his body I checked it all an nothing was found it is clean. Pics are not that accurate since he didnt let me take a photo

Get some of the black specks on a clean white paper towel and add a few drops of hydrogen peroxide. Gently rub the black specks with the paper towel. If it looks reddish or rust colored, it could be flea feces indicating that Fosso has fleas. It’s also possible he sat in something and you can try washing it off.
